We are pleased to announce the inaugural European Housing First Partners Conference, set to take place in Berlin in November 2025. Housing First is based on the belief that housing is a human right and is a proven, evidence-based model for ending homelessness for people who have experienced rough sleeping, long-term shelter use, substance misuse and chronic health conditions.
This landmark event, led by the Pathways Housing First Institute in partnership with Bundesverband Housing First, aims to mobilise support and foster dialogue about improving, refining, and advancing Housing First initiatives across Europe.
The goal of the European Housing First Partners Conference is to amplify the voices and address the needs of those experiencing homelessness in Europe, where social exclusion remains a persistent challenge. This vision aligns closely with the Lisbon Declaration to Eradicate Homelessness by 2030, emphasizing housing as a fundamental human right.
Conference sessions will be held on November 6th and 7th and preconference workshops and program tours will be held on November 5th.
European HFPC Attendees
This inaugural European Housing First Partners Conference seeks to bring together many attendees, including: social service, health, mental health, substance use treatment providers; people with lived experience; housing providers, housing specialists, and property managers; researchers; policymakers; funders; representatives from the local business community; representatives from municipal, state, and federal government; members of faith communities; students and interns; and others just interested in learning about Housing First.
European HFPC 2025 aims to foster a collaborative learning environment that highlights innovation and best practices in Housing First programs and inspires action, collaboration, and advocacy among conference participants. The conference will feature Housing First programs from nations throughout Europe, North America, Australia and New Zealand.
The Conference, modelled after the highly successful Housing First Partners Conferences in the United States, will provide a vital platform for knowledge exchange, dialogue, and debate among stakeholders seeking collaborative approaches to expand and deepen service delivery and housing provision across Europe.
The Pathways Housing First Institute, founded by Sam Tsemberis, the originator of the Pathways Housing First model, is the premiere global provider for consultation and training on Housing First.
Institute faculty are experts with extensive experience in program operations, fidelity assessment, and research. The Institute provides consultation on strategic planning and implementation support for organizations, municipalities, states, and countries.
Training and technical assistance is provided through webinars, workshops, case conferencing, and community of practice.
The Pathways Institute is a co-host of the Housing First Partners Conference in the US and in Europe, provides network opportunities for national and international providers, and is a resource for publications, videos, and other educational and training materials.

The Federal Association Housing First Germany (Bundesverband Housing First e. V.) is the first and only national association in Germany dedicated to the widespread implementation of the Housing First approach with high fidelity to its core principles.
Founded in 2022, it brings together organizations, initiatives, and projects that have already successfully applied Housing First as pilot and model projects. Building on this practical experience, the association advocates at both federal and state levels for sustainable solutions to end street homelessness in Germany. Additionally, it supports municipalities, service providers, and initiatives in implementing and further developing Housing First in their local contexts.
